Some of the config.sys entries must be appear in a special order in the config.sys file. If you don't take care about it, you get an error or your system won't boot up. This list is not complete, so if you know some more rules please let me know .

The IFS driver for the filesystem with that you have formatted your bootdrive must be the first IFS driver in your config.sys file. If you have, for example, formatted your bootdrive with HPFS the IFS=C:\OS2\Boot\Hpfs.ifs entry must be listed in your config.sys file before any other IFS drivers. If you don't take care of it, OS/2 will stop the boot with an error message that OS/2 can't find a file.
note:
Since FAT is not a installable file system it is not necessary to take care of the above, if your boot drive is FAT formatted. - The Netwksta.200 IFS driver must be listed in your config.sys file after all the network drivers.
- The Mouse.sys driver must be listed in the config.sys file before the Com.sys driver or, if installed, before the Sio.sys driver.
- The Vemm.sys driver must be appear before the Vxms.sys driver.
